President/CEO Message

Campus Community,

The decision to move our classes online for winter and spring 2021 means most of our campus operations will be functioning remotely for more than a year due to the COVID-19 pandemic. As such, I decided this week to allow Compton College employees to utilize their computer monitors and office chairs at home. I have asked Rueben James, Director of Purchasing and Auxiliary Services, to develop a procedure to implement this decision. My goal is that employees will pick-up these items from their offices beginning the week of October 19, 2020.

Just a friendly reminder, we have scheduled the open conversation about the Breonna Taylor decision tomorrow, October 2, 2020, at 3:00 pm. There is no agenda for the open conversation, and hopefully, you can join us. Zoom meeting information is available here. Compton College COVID-19 Update

Los Angeles County's current risk level is Tier 1 (widespread) according to California's “Blueprint for a Safer Economy.” On September 30, 2020, there were 1,063 newly recorded confirmed cases in Los Angeles County. The county now has a total of 270,299 reported cases (including cases reported by Long Beach and Pasadena Health Departments). There has been a total of 6,576 deaths reported in Los Angeles County. Compton College continues to operate at Level Four - Severe Infection Rate, according to the Compton CCD Pandemic Outbreak - Emergency Operations Plan.

Essential Employees Work Schedule

The Essential Employees Work Schedule for October 5-10, 2020, is posted online here. The schedule will be updated every Thursday for the following week as employees continue to return to campus gradually.

Update on Spring 2021 Classes 

As mentioned in the President/CEO Message - September 24, 2020, we made a decision regarding spring 2021 classes. Compton College's spring 2021 semester will be online. Some classes, including essential workforce training, cosmetology, and intercollegiate athletics programs, may be provided in-person if approved by the Los Angeles County Department of Public Health. Please note that chemistry has been removed from the list of potential in-person classes offered for spring 2021. As we prepare for spring 2021, Compton College will continue to review and monitor the State of California's Four-Tiered Risk Assessment System, the California Department of Public Health COVID-19 Industry Guidance: Institutions of Higher Education, and the Los Angeles County Department of Public Health Guidelines for Institutions of Higher Education.

Over the next couple of weeks, the vice presidents, deans, and division chairs will finalize the spring 2021 schedule of classes. As a reminder, our campus is telecommuting until further notice.

Finally, in the coming weeks, there will be many virtual conversations with faculty, staff, and students about the Compton Tartars Athletics Program and their "Resocialization Plan" which is available here. Included in the plan is a budget request of $191,046. Furthermore, according to the California Department of Public Health COVID-19 Industry Guidance: Institutions of Higher Education, we will have to provide weekly COVID-19 testing to at least 25% of our student-athletes and staff population. I have a meeting scheduled with the South Coast Conference presidents on Wednesday, October 28, 2020, to discuss athletics.

2020-2021 Compton Community College District Budget

Previous President/CEO Messages have included budget updates such as:

  • President/CEO Message - September 8, 2020: The Compton CCD Board of Trustees approved the 2020-2021 Compton CCD Final Budget, which is available online here.
  • President/CEO Message - July 27, 2020: I asked you to review the Annual Planning at Compton College Report, which included one-time and ongoing budget augmentations that were approved for the 2020-2021 year.
  • President/CEO Message - September 14, 2020: I shared with you the 2020-2021 funding requests for Guided Pathways, Student Equity and Achievement, and Strong Workforce funds, which are available here. The 2020-21 Enrollment Management funding requests, which were approved on September 22, 2020, are available here.

I will share with the campus community the Lottery funding allocations in an upcoming President/CEO Message.

2020-2021 California Community Colleges Deferrals and Payment Schedule

In the President/CEO Message - July 6, 2020, I discussed budget deferrals. I mentioned that Compton CCD would not receive any apportionment payment from the California Community Colleges Chancellor's Office between February 1, 2021, and June 30, 2021. Compton CCD will receive our monthly apportionment payments for July 2020 through January 2021. The payments that would have usually been paid to Compton CCD between February 1, 2021, and June 30, 2021, will be provided to Compton CCD between July 1, 2021, and November 30, 2021. Earlier this week, the California Community Colleges Chancellor Office released the September 2020 Advance Appointment Payment Schedule, and the Compton College payment schedule is available here. Below is the deferral payment schedule for Compton CCD General Fund-Unrestricted Budget.

Regarding restricted programs, we anticipate receiving full payment for those programs by January 2021. However, with the Compton College Student Equity and Achievement Program, we have only received $206,760 payments for July 2020 and August 2020. The remainder of the amount will be deferral payments provided to Compton CCD between July 1, 2021, and November 30, 2021. Below is the deferral payment schedule for Compton College Student Equity and Achievement Program.

In June 2021, we also anticipate that we will need to borrow approximately $400,000 from the Compton CCD General Fund-Unrestricted Budget to cover expenses associated with the Compton College Student Equity and Achievement Program. The borrowed amount will be repaid to the Compton CCD General Fund-Unrestricted Budget sometime in the fall of 2021. We could be subject to additional deferral amounts for the 2021-2022 year, so we may need to borrow again from the Compton CCD General Fund-Unrestricted Budget in the 2021-2022 fiscal year.

Please note, I am providing this as information only. The deferrals will not affect our programs and services during the 2020-2021 year. More information on the 2020-2021 Compton CCD Budget will be provided in future President/CEO Messages.

Student Communications

Federal Pell Grant-eligible students were sent an invitation from the Compton College Financial Aid & Scholarship Office today via email to attend a workshop about Federal Work Study opportunities for the fall 2020 semester. Final Thoughts

Over the past couple of weeks, I have spent a considerable amount of time assisting Kamilo Ali Curry in preparing for his Zoom classes. I was amazed by how well he has adjusted to the Zoom classroom environment, but at the same time, I know he is missing the interaction with his friends and teachers at school. Today, I was thinking about our students and their engagement with our college through the online environment. This is not how I imaged 2020. However, we have adapted, and our students are adjusting to the virtual campus. Our virtual processes continue to improve, and I am amazed by how Compton College faculty, Classified staff, and managers/supervisors have adjusted to meet our students' needs.
