Message from the Provost/CEO
Welcome to the 2016-17 academic year! There are a lot of changes happening at both the Compton Community College District (CCCD) and El Camino College Compton Center. We are pleased to welcome eight new full-time faculty members and two managers who will be introduced in the October issue of The Messenger.
A grand opening and ribbon cutting ceremony was held on August 16 for the launch of the Cosmetology program that began this fall. The event included an open house and tours of the cosmetology facility. As part of Compton Center's Enrollment Management Plan, the Cosmetology program offers students interested in the beauty and wellness industry an opportunity to earn a two-year degree and various certificates. Progress continues on other construction projects including the Music Building north wing.
The Little Theater Grand Opening is scheduled for December 13, 2016.
As required by Assembly Bill 318, the Fiscal Crisis Management Assistance Team (FCMAT) Comprehensive Review of Compton Community College District was conducted during the months of April and May 2016. On August 16, the Compton District board received a presentation on the 10th FCMAT Progress Report. The FCMAT Progress Report is available online at the District website.

ECC Compton Center Accreditation Update
The Candidacy Application and Self-Evaluation Report for ECC Compton Center are due to the Accrediting Commission for Community and Junior Colleges (ACCJC) by January 6, 2017. The ACCJC External Evaluation Team visit to the Compton Center is scheduled for Monday, March 6 through Thursday, March 9, 2017. The Self-Evaluation Report is continuing to be reviewed and edited by the various Standard Committees. The initial review process for faculty and staff concluded on June 30. Individual Accreditation Standards will be posted online during September and October for faculty and staff to review. An updated Standard 1 draft document is available online here.
For the fall semester, ECC Compton Center has scheduled meetings for the Self-Evaluation Standards Committees. Remaining meetings are set for October 14, and November 4. During these meetings, committee members will review and edit the Self-Evaluation Report and verify evidence for each accreditation standard.
The latest version of the "Process to Accreditation" document is available online. This updated document reflects progress made since the spring 2015 and outlines the ACCJC timeline moving forward.

In the coming weeks committees will develop their goals for 2016-2017, and will be scheduling their meeting dates for the year. My recommendations for improvements to the Institutional Standing Committees are outlined here.
Enrollment Management - Every FTES Counts!
The ECC Compton Center did not meet its Full-Time Equivalent Students (FTES) goal for the 2015-16 year. We will enter into the final year of stabilization funding during the 2016-17 year. Compton Center is projecting 6,060 FTES for the 2016-17 academic year, which includes borrowing approximately 490 FTES from summer 2017. However, revenue projections for the 2016-17 Compton District Final Budget are based on 6,000 FTES.

The Compton District Final Budget was developed to achieve 6,060 FTES. However, revenue projections for the 2016-17 Compton District Final Budget are based on 6,000 FTES. The Compton Center will offer 1,500 course sections in an effort to meet that FTES target. The Final Budget includes no Cost of Living Adjustment (COLA). It also includes the following expenses to address the Compton District long-term liabilities: increasing the Other Post-Employment Benefits (OPEB) payment to $750,000; increasing our California Public Entity Pension Stabilization Fund contribution to $700,000 to address our future Public Employee Retirement System/ State Teachers Employee Retirement System obligations; and increasing our line of credit repayment to the state to $1,682,420.
The Compton District Final Budget was adopted by the Board of Trustees on Tuesday, September 6, 2016.

Low-Enrolled Educational Programs/Courses
Since the 2010-11 year, the overall ECC Compton Center course fill rates have declined from 97 percent to a projected 80 percent fill rate for the 2015-16 year. Last spring, we developed an Educational Programs Task Force Committee to review the Compton Center sections enrollment, fill percentage, and FTES for all programs offered at the Compton Center for the past five years. The committee provided me with their recommendations regarding which Educational Programs/Courses should submit a plan with strategies/recommendations to improve their course enrollment for the 2016-17 academic year. The following programs from the categories below were required to submit a plan by September 6:
Category 2: Scheduling - child development, astronomy, physics, foreign languages, contemporary health. These disciplines need to analyze their schedules to improve efficiency - for some their enrollment trend is steady but under 80 percent.
Category 3: Enrollment Trend - business, computer information systems office administration, recreation, machine tool technology, and music. During the past five years, there has been a steady decline in enrollment for these programs. These disciplines need to provide evidence that action plans are being developed to address the issue and that relevant data from program reviews and student learning outcome assessments are being incorporated in the plans.
Here are my recommendations regarding the low enrolled Educational Programs/Courses.
At the Tuesday, October 18, 2016 board meeting we will provide a presentation to the Compton District Board of Trustees on the recommendations from the Educational Program Task Force and the plans/strategies to improve enrollment in the Educational Programs/Courses for the 2016-2017 year.
Strong Workforce Development Program
The California State Legislature's 2016-17 Budget has provided $200 million for the
Strong Workforce Program to improve the quality, and increase the quantity of career
technical education. The Strong Workforce Program is established for the purpose of
expanding the availability of community college Career Technical Education (CTE) and
workforce development courses, programs, pathways, credentials, certificates, and
degrees. The state budget allocates $716,398 to the ECC Compton Center for the 2016-17
year. ECC Compton Center has established a Strong Workforce Development Taskforce
to provide recommendations on how we should proceed with this new funding. The Taskforce
is chaired by Rodney Murray, Dean of Student Learning.
Homeless Student Initiative
A Homeless Student Task Force has been established for the ECC Compton Center. The taskforce is tri-chaired by: Judith Crozier, faculty in the English Department; Junior Domingo, Director of Student Development & Athletics; and Joshua Jackson, Associated Student Body President.
I am recommending several activities to address assistance for homeless students.
Provost/CEO Recommendations Update
This past spring, I began a new strategy for the Provost/CEO recommendations. All recommendations go through the consultative process for review and input. Since spring 2016, I have worked to improve communication regarding various decisions being implemented at the Compton Center and the Compton District. Over the next few weeks, I will be providing recommendations on the following:
- Campus Safety/Security
- Employee Health Benefits Broker Selection Process
- Formerly Incarcerated Student Population Programs and Services
- Professional Development

90 Years Providing Educational Services to the Community
In 2017, we will celebrate 90 years of educational opportunities being provided to Compton Community College District residents. To that end, we have established a 90th Anniversary Planning Committee, co-chaired by Toni Wasserberger, faculty emeritus and Liza Rios, Communications instructor. The focus of the celebration will be recognizing the past, present and future.

Earlier this fall, a few Compton CCD employees asked me what books I am reading. So I decided to periodically share, via this newsletter, my reading list. This fall I am reading the following books:
