Message from the PRESIDENT/CEO


As we enter the holiday season, I would like to wish all employees of Compton College a wonderful Thanksgiving Holiday! There is a lot happening in the last month of the fall 2019 semester. Winter and Spring 2020 are just around the corner, so please encourage students to register early!

Compton College's winter term begins January 9, 2020, and the spring semester begins February 18, 2020. Winter online registration began November 19 and spring registration begins December 3, 2019. Winter term provides a great opportunity for students to get ahead in their educational plan and complete up to seven units in five weeks! The winter term is perfect for helping students graduate sooner, improve a GPA, repeat an essential course, and lighten the course load for spring, as well as satisfy any prerequisites.

In support of student success, we have another significant milestone coming up related to new facilities on campus. You are all invited to attend the groundbreaking ceremony for the all-new Instructional Building 2 at 3 p.m. on December 10, 2019. Instructional Building 2 is a $25 million, multi-story classroom building to be located on the north end of the Compton College campus and is targeted for completion in fall 2021. It will join Instructional Building 1 in replacing the former "Row Buildings" that were built circa the 1950s. According to the District's facilities master plan, Instructional Buildings 1 and 2 will be part of a new academic village that will eventually include a third multi-story instructional building.

Enrollment Management: Every FTES Counts!

As of November 20, 2019, Compton College has generated 1,549 FTES for Fall 2019. Our fill rate is 54.7%, and we have 10,548 seats filled. For the 2019-2020 fiscal year, the Compton College Full-Time Equivalent Students (FTES) goal is 5,980. However, with the implementation of the Student-Centered Funding Formula, pg. 82-83 and the transition from El Camino Community College District, Compton College is being held harmless for decreasing FTES. Compton College's funding for the 2019-2020 year will be the 5,980 FTES amount plus the cost-of-living adjustment identified in the annual Budget Act or adjusted for increases to FTES if achieved. 

To address declining enrollment, the Five -Year FTES projections have recently been updated and the Enrollment Management Committee has been working on the development of the 2019-2024 Compton College Enrollment Management Plan, which will be linked to Compton College's Institution-Set Standards and Goals and the California Community Colleges Vision for Success report. The 2019-2024 Compton College Enrollment Management Plan will be presented to the Board of Trustees at the December 10, 2019, Board of Trustees meeting.

Accreditation Update

We are implementing the items cited in the plans section of the ECC Compton Center Self-Evaluation Report and the recommendations for improvement cited in the External Evaluation Report. The status of the plans section and recommendations for improvement are documented in the Compton College Institutional Self-Evaluation Actionable Items document. We are also working on implementing the projects associated with the Compton College Quality Focus Essay-Special Report that was submitted to the Accrediting Commission for Community and Junior Colleges (ACCJC) on November 22, 2017. The Commission acted to accept the Quality Focus Essay-Special Report at its meeting on January 10-12, 2018.

The focus this semester is to continue to follow our timeline for submitting the Mid-Term Report to the ACCJC prior to the March 15, 2021, deadline. The Accreditation Steering Committee, President/CEO, Vice President of Academic Affairs, and the Accreditation Faculty Coordinator will monitor the development of our Mid-Term Report. Dr. Kindred Murillo, Superintendent/President of Southwestern College conducted the Compton College Accreditation 101 Workshop from 1:00 to 2:00 p.m., in the Little Theater for members of the Accreditation Standard Teams, the Accreditation Steering Committee members, deans, and division chairs. Below are the remaining 2019-2020 Compton College Accreditation Steering Committee meeting dates:

Compton College Transition Update

The Compton College Transition Committee will continue to meet through June 30, 2020, to ensure and monitor all items cited in the Partnership Transition Plan have been fully implemented. The next Compton College Transition Committee meeting is scheduled for Tuesday, December 3, 2019, at 2:30 p.m. in the Compton College Boardroom. Once again, we have extended the deadline for the leads of each area who are responsible for updating the items cited in the Partnership Transition Plan to Monday, December 2, 2019. Finally, we will continue with the implementation of the Compton College Ellucian Banner ERP system. The updated implementation timeline is available here.

2024 Technology Master Plan

Compton College has updated its 2017 Technology Master Plan and the new Compton College 2024 Technology Plan was approved by the Board of Trustees at its November 19, 2019 meeting. The Compton College 2024 Technology Plan was sent to key stakeholders for input, such as the Technology Committee and Distance Education Faculty Coordinator. The Compton College Academic Senate also reviewed and approved of the new Compton College 2024 Technology Plan. The Technology plan works in tandem with the Compton College 2024, Comprehensive Master Plan, which captures Compton College implementation of Guided Pathways and Tartar Completion by Design and was approved by the CCCD Board of Trustees on June 18, 2019. Compton College 2024 is in alignment with the California Community Colleges Vision for Success report.

Compton College Institutional Set Goals

Compton College has established Institutional Set Goals to measure its progress toward the college's overarching goals and strategic initiatives outlined in the Compton College 2024 plan, and its annual goals for 2019-2020. These Institutional Set Goals were defined by multiple stakeholders through Planning Summits in fall 2018 and spring 2019 and refined in the Compton College 2024 plan vetting process. They provide current rates and counts for the measures and targets to be achieved by 2021-2022. These measures are aligned with the California Community Colleges Vision for Success Initiative.

Student Residential Housing Planning

The Compton Community College District Board of Trustees approved its new Compton College2024, comprehensive master plan on June 16, 2019, which included Student Residential Housing. Compton College has established a Student Residential Housing Implementation Workgroup, which includes a number of organizations.

The Compton College concept includes a pre-fabrication sample model of a traditional dormitory-style (single, double, triple, and quadruple units) that will also accommodate students with families, nontraditional students, and future Compton College faculty. Compton College faculty will serve as preceptors, living onsite in the student residential housing complex. Providing new faculty with residential housing for up to two academic years will assist Compton College in attracting a diverse pool of applicants for tenure-track faculty positions.

The planning objectives for transforming Compton College's vision into a reality will include a demand analysis to determine the cost of prefabricated units. With this data, Compton College will work with the Foundation for California Community Colleges to generate a statewide request for proposal (RFP), including piggy-back contract language, for preliminary Division of the State Architect approval of prefabricated models. From my perspective, the Compton College student residential housing concept will be the model for other California Community Colleges interested in student residential housing. Compton College is currently identifying potential funding sources for this student residential housing concept. College Futures Foundation Grant

Compton College has applied for a $400,000 College Futures Grant. The 2024 Grant reflects the vision and mission of Compton College and supports Tartar Completion by Design efforts. It is intended to strengthen, scale, and study the college's student-centric practices, leadership coordination, and capacity efforts. The Compton College 2024 Grant also describes how Compton College will research and evaluate these respective efforts to improve and inform the field. This grant will support programmatic, systemic, and sustainable changes so Compton College students can complete their credential of economic value promptly, transfer to a four-year institution, and become gainfully employed.

The grant will support the following:

  • Dual Enrollment Specialist
  • Guided Pathways Coach
  • Technology Consultant for Dual Enrollment and opt-out scheduling
  • Consulting services with Career Ladders project
  • Peer Mentor program
  • Professional development for faculty - opt-out scheduling
  • Summer Bridge program for dual enrolled students
  • Orientation for Dual Enrollment program for students and parents
  • Cross-functional faculty meetings
  • Campus leaders and faculty engagement convenings with CSU (transfer alignment)
  • Data coach, career, and communications training
  • Organizational development/change management training

CCCD Board of Trustees Goals

The Compton Community College District Board of Trustees has established its 2020 Goals. The 2020 Board of Trustees' goals are directly linked to Compton College 2024 Comprehensive Master Plan, which includes the Strategic Initiatives for Compton College. Compton Community College District will be guided by five broad goals with a focus on Access and Completion, Students Success; Innovation; Workforce Development, and Partnerships. Compton College Nursing Program Quarterly Report

Over the past couple of months, Compton College has worked with the California Board of Registered Nursing (BRN) to complete the following items for our Nursing program:

  1. Outstanding items related to the transition from El Camino College.
  2. The implementation of the Concept-Based Program for Compton College's Nursing Program.
  3. Seek Board approval for the Assistant Director of Nursing job description
  4. Develop a robust Professional Development Plan for full-time and part-time nursing faculty.
  5. Improve the Compton College Nursing Program Graduates' performance on the National Council Licensure Examination for Registered Nurses (NCLEX). 

Each month, Dr. Keith Curry, President/CEO; Dr. Stephanie Atkinson-Alston, Vice President of Academic Affairs; Dr. Abiodun Osanyinpeju, Dean of Student Learning; Zenaida Mitu; and Dr. Shirley Thomas, Assistant Director of Nursing participate in conference calls with the BRN about the Compton College nursing program. Compton College will submit quarterly reports to the BRN about Compton College's Nursing Program.

October 2019 Nursing Program Update

The Acting Associate Dean of Nursing, Zenaida Mitu and Assistant Director of Nursing Dr. Shirley Thomas attended the October 2019 Education Licensing Committee meeting in Bakersfield, California, to present Compton College Nursing Program Quarterly Report. The report was accepted by the committee and will be on the next BRN meeting agenda. On November 14, 2019, Dr. Keith Curry, Zenaida Mitu, and Dr. Shirley Thomas attended the Board Meeting in Riverside, California. At this meeting, Compton College's quarterly report was accepted by the BRN. The next BRN quarterly report is due by December 13, 2019.

On October 30, 2019, the monthly conference call with our Nursing Education Consultant (NEC) Dr. Donna Schutte was held. The discussion focused on the following items:

1. Administration of the Nursing Program

  • The final interviews for the Interim Associate Dean/Program Director of Nursing were held on November 15, 2019.  The appointment will be from January 1, 2020, through June 30, 2020, and the permanent Associate Dean of Nursing will have a start date of July 1, 2020.

2. Implementation of the BRN approved Concept-Based Curriculum:

  • All full-time and six participating adjunct faculty have been approved to use 20% reassigned time this fall semester to participate in professional development activities to enhance the roll-out and delivery of the concept-based curriculum.
  • Dr. Shirley Thomas is finalizing the details of a two-day professional development workshop on the concept-based curriculum to be conducted by Dr. Linda Caputi. The workshop will be held during the week of January 20 or 27, 2020 and both Dr. Badrieh Caraway and Dr. Donna Schutte have expressed the desire to attend the workshop. The professional development plan for each full-time nursing faculty is expected to include the Fall 2019 goals, objectives, timelines and anticipated outcomes. The due date was November 15, 2019.

3. Improving low NCLEX pass rates for first-time test takers:

  • The overall NCLEX pass rate for 2019-2020 is 97% with 33 out of 34 nursing students successfully passing the test. The Nursing program will continue to support students with all activities/processes as outlined in the attached third-quarter report.
  • Faculty will work more closely with students to take the NCLEX within three months following graduation. The Capstone Review Course with comprehensive testing has been completed for current fourth-semester students. A faculty member is meeting with students weekly for a review of NCLEX-type questions.

4. Mentoring for the Acting Associate Dean/Program Director of Nursing

  • Acting Associate Dean Zenaida Mitu continues to interact with past director Dr. Wanda Morris and asks for guidance from program directors at neighboring schools when necessary. She plans to attend various Directors' meetings and conferences along with Assistant Director Dr. Shirley Thomas as the opportunity arises.
  • On October 2-4, 2019, the Acting Associate Dean of Nursing Zenaida Mitu and Assistant Director Shirley Thomas attended the California Association of Colleges of Nursing - California Organization of Associate Degree Nursing (CACN-COADN) conference in San Diego, CA.

5. Program Staffing

  • The job announcement for two additional full-time nursing faculty positions to start in spring 2020 has been posted. The position announcement closes on December 20, 2019. This will make it a total of four new full-time faculty members hired for the 2019-2020 academic year.

In November 2020, there will be a BRN school site visit to Compton College and a Nursing Program self-study report is due. Compton College administration and the Nursing Program administration and faculty continue to meet monthly with Nursing Education Consultant Dr. Donna Schutte and Supervising Consultant Dr. Badrieh Caraway to prepare and assess our readiness for the visit. The Acting Associate Dean of Nursing, Zenaida Mitu, and the Assistant Director of Nursing, Dr. Shirley Thomas, are committed to working with the Nursing faculty to ensure the following:

  • Effective delivery of the new concept-based curriculum.
  • The consistent implementation of strategies for the attainment of 75% (and above) NCLEX pass rate for first-time test takers from Compton College.
  • The development of the Self-Study Report.

The Nursing program is currently developing a timeline regarding the next steps to complete the self-study report and plan the site visit. The timeline will be provided in the December 10, 2019, Compton College Nursing Update. Lastly, a Nursing Program webpage has been established. Dr. Thomas is working with the Director of Community Relations to update the nursing program information.

Board Policies and Administrative Regulations

The Compton Community College District Board Policies and Administrative Regulations have been updated and approved by the Board of Trustees and are available online at: www.compton.edu/district/board_of_trustees/policies_and_procedures.

Winter and Spring 2020 Class Cancellation Policy

In winter 2019, in order to be transparent with the campus community, Compton District developed a class cancellation policy in response to faculty concerns. Below are the dates and criteria used for canceling classes for winter and spring 2020:

  1. Winter term 2020 classes with an enrollment of nine or fewer students will be canceled on Thursday, December 19, 2019.
  2. Spring semester 2020 classes with an enrollment of nine or fewer students will be canceled on Thursday, February 6, 2020.

Department chairs may request an exception, which the corresponding academic dean will review and approve, or deny on a case-by-case basis using the following criteria:

  • The course is a first-time-offer for the term/semester or academic year
  • The course is required to complete a pathway, degree, or certificate

The policy complies with the Agreement Between Compton Community College District and the Compton Community College Federation of Employees (Certificated Unit), Article XIV: Workload. Consistent with Article XIV: Workload, the Compton District will continue to monitor and cancel low enrolled classes after the winter 2020 term and spring 2020 semester have begun. Questions, concerns or recommendations regarding the winter and spring 2020 class cancellation policy may be directed to your academic dean.
