Message from the PRESIDENT/CEO

JULY 2019

The Compton Community College District celebrated another significant milestone on July 16, 2019 with the Ribbon Cutting Ceremony for the new Public Safety Building, which is the new home of the Compton College Police Department. In addition, Police Sergeants Stuart Melvin and Marcus Thompson were sworn in that evening during the regular meeting of the Compton Community College District Board of Trustees.

The $4.7 million, 5,550 square-foot Public Safety Building includes a small police vehicle parking lot and is located on the site of the previous Foster Care Building. The building includes a front lobby with a service window connected to the dispatch area, staff offices, meeting rooms, storage areas, a break room, and other features that are customary for Public Safety facilities. An update on the new Compton College Police Department is included in this newsletter.

In other news, Compton College is gearing up for the fall 2019 semester, which begins on August 24, 2019. Online registration for the fall semester is in progress for all students via the new MyCompton portal, and new students are encouraged to apply now via the Compton College website at www.compton.edu/apply/.

2019-2020 Compton Community College District Budget
The 2019-2020 Compton District Tentative Budget was developed based on the District generating 5,980 FTES from 1,493 course section offerings and the State providing a 3.26 percent Cost of Living Adjustment for the year. The Planning and Budget Committee voted unanimously to approve both the 2019-2020 Compton Community College District Tentative Budget Assumptions and the 2019-2020 Compton District Tentative Budget.

The Planning and Budget Committee and the vice president of administrative services will continue to cooperate in developing a final budget for the 2019-2020 fiscal year that is balanced and sustainable for the Compton Community College District.

The final budget will be available for public inspection on August 27, 2019, in the Office of the President/CEO during regular business hours. The Final Budget will also be available online at district.compton.edu/district_budget/index.asp.

Pursuant to Board Policy and Administrative Regulation 6201, the Compton Community College District will hold a public hearing on its 2019-2020 Final Budget on September 10, 2019. The Public Hearing is scheduled for 5:00 p.m. in the Compton Community College District Board Room, located in the Administration Building at 1111 E. Artesia Boulevard, Compton, California 90221.

Additionally, on Tuesday, September 10, 2019, the Board of Trustees will act on the 2019-2020 Final Budget, including the General Fund - Unrestricted, General Fund - Restricted, General Fund - Line of Credit, Compton Recovery Fund, Child Development Fund, Capital Outlay Project Fund, Bond Fund Measure CC Series E Fund, Bond Fund Measure C Series A Fund, Bond Fund Series 2013D, Workers' Compensation Self-Insurance Fund, Property and Liability Self-Insurance Fund, and Student Financial Aid Fund.

Compton College Comprehensive Master Plan
During the 2018-2019 academic year, Compton College revised its master plan to reflect new initiatives that are driving change on campus. The timing of the renewal is important as Compton College separates from the El Camino Community College District and aligns with the new Vision for Success initiative from the California Community College Chancellor's Office.

The Compton College 2024 Comprehensive Master Plan was built upon the foundation of the 2017 Comprehensive Master Plan and includes major new frameworks that are guiding our work as a college such as Tartar Completion by Design, Guided Pathways, and recommendations for student housing to meet Compton College students' basic needs. These new frameworks are redefining how we serve our students. In the past, we described the college's Academic Affairs and Student Services efforts as separate initiatives, but now these services are described in an integrated chapter called "Guided Pathways" in the new master plan.

This plan also outlines how we are measuring Compton College's success by capturing the most recent Institutional Set Goals that are aligned with the state's ambitious outcomes for student completion and transition in the Vision for Success. This alignment of Compton College's major planning document to the state helps us understand how our local efforts related to the direction of the state. It also helps us track Compton College's progress and contribution to the state's outcomes.

Compton College completed this new master plan through collaborative governance. Faculty, staff, students, and administrators participated in defining the document's content, drafting the plan itself and vetting the final draft. Major content contributions came from the Tartar Focused and Directed Pathways to Completion Committee. The Academic Senate and Consultative Council reviewed and approved of the new master plan in spring 2019. More than 40 participants attended Planning Summits in fall 2018 and spring 2019 to help define the content of the Compton College 2024 plan.

The Compton College 2024 Comprehensive Master Plan will be a living document that we revisit regularly. In fall 2019, the Office of Research and Planning (IR) will host brown bag lunches for any stakeholders who would like to learn more about the plan and how we are measuring success. IR will also host a fall Planning Summit to assess our progress toward the Institutional Set Goals. Other sub-plans that are connected to the Compton College 2024 plan, such as the technology and staffing plans, are currently being edited to align with the new master plan.

The refreshed and newly aligned plans will be presented to the CCCD Board of Trustees for approval in fall 2019. The Program Review Handbook and the Equity Plan were also revised in spring 2019. Finally, the new Enrollment Management Plan development will be informed by this new comprehensive master plan.

Transition Update
The Compton College Transition team will continue to meet through December 31, 2019 to monitor and ensure all items cited in the Partnership Transition Plan have been fully implemented. The next Compton College Transition Committee meeting will be held on Tuesday, August 13, 2019 at 2:30 p.m. in the Compton District Board Room. 

Accreditation Update
Compton College is implementing the items cited in the plans section of the ECC Compton Center Self-Evaluation Report and the recommendations for improvement cited in the External Evaluation Report. The status of the plans section and recommendations for improvement are detailed in the Compton College Institutional Self-Evaluation Action Items document. Projects associated with the Compton College Quality Focus Essay-Special Report are being implemented. The Quality Focus Essay Special Report was submitted to the Accrediting Commission for Community and Junior Colleges (ACCJC) on November 22, 2017. The Commission acted to accept the Quality Focus Essay-Special Report at its meeting on January 10-12, 2018.

The Accreditation and the Process Forward, which is our Transition Planning Document, was updated last spring. Included in this document are Compton College accomplishments, accreditation, and transition plan moving forward. At the August 20, 2019 Board of Trustees meeting, there will be a presentation and update on the Compton College Accreditation efforts. We have set a goal to follow the published timeline for submitting the Mid-Term Report to the ACCJC prior to the March 15, 2021 deadline.

Enrollment Management
Over the past several years, enrollment at Compton College has been declining. For the 2019-2020 fiscal year, Compton College's Full-Time Equivalent Students (FTES) goal is 5,980. However, with the implementation of the Student-Centered Funding Formula, pg. 82-83 and the conclusion of the partnership with the El Camino Community College District, Compton College funding for the 2019-2020 year will be the 5,980 FTES amount plus the cost-of-living adjustment identified in the annual Budget Act with adjustment for increases to FTES.

For the summer 2019 term, Compton College has generated 461 FTES as of July 31, 2019. Compton College will update its Five -Year FTES projections and continue the development of the 2019-2022 Compton College Enrollment Management Plan, which will be linked to the Institution-Set Standards and the California Community Colleges Vision for Success report. The 2019-2022 Compton College Enrollment Management Plan will be completed by the end of the summer of 2019.

Update on Compton College Safety and Campus Police
Compton College is committed to providing a safe and secure environment to students, staff and faculty. We know that safety is important, and Campus Police are taking the necessary steps to keep Compton College safe. On June 8, 2019, the Compton College Police Department assumed the policing of Compton College. Campus Police is a full-service police department that will offer professional services 24 hours a day, seven days a week. The Compton College Police Department will be a fully certified police agency registered with the Commission of Peace Offer Standards and Training. All members of the Compton College Police Department will be fully sworn officers who meet the minimum standards set forth by the commission.

On June 11, 2019, the Commission on Peace Officer Standards and Training (POST) formally accepted the Compton College Police Department in the POST program. The police department will now be permitted to receive Commission authorized services and benefits in support of its police and dispatch operation. The Compton College Police Department is now fully recognized as a bonafide California Law Enforcement Agency.

The focus of our new police department will be community policing, high visibility, and lots of interaction with staff, faculty and students. Compton College will offer shuttle service, escorts to and from classes, bus stop patrols, and will provide safety bulletins and advisories regarding safety on and near campus. The police department will conduct quarterly emergency response training to include the following: the Great California Shakeout Earthquake Drill, lock down shelter in place, active shooter response, and crisis management, just to name a few.

During the semester, faculty and staff will be able to schedule a brief safety lecture to be conducted by members of the police department. This will give staff and students the opportunity to personally interact with the new officers. Compton College's Police Department will partner with the Associated Student Body for the quarterly "Coffee with a Cop" program. A new Police Cadet program will be established especially designed for students who have an interest in law enforcement. Police Cadets work alongside police officers and they provide services to staff and students on a daily basis. Police Cadets will have an opportunity to enhance their overall knowledge and understanding of a career in public service.

The Compton Community College District has partnered with Keenan and Associates to revamp the campus Emergency Response Plan. This new plan will be comprehensive and focus on emergencies that could occur on and near campus. Members of the campus Emergency Response Teams will have the opportunity to review and become familiar with the plan during training and drills. The new plan will be posted online, on-campus and updated annually to ensure it continuously meets the needs of the District.

The campus police department is also developing a Police Advisory Committee made up of representatives from management, faculty, staff, students, and members of the community. This committee will assist the Chief of Police and the District with identifying campus crime and safety concerns and provide feedback on the quality and level of services provided by the Police Department to the campus community.

The Compton College Police Department is also entered into an agreement with the Los Angeles Sheriff's Department for dispatching and communication services. This agreement will establish a reliable source for handling 911 calls, emergency services, radio car dispatching, mutual aid, and keep Compton College informed through other colleges that have a reliable source of communication on campus.

The Compton College Police Department is currently seeking applicants for the position of police officer. The job description and application instructions are available online here.

Newly Elected Division Chairs
The Compton Community College District recently conducted division chair elections Secret ballot voting during two days in May 2019. Prior to the election, interested faculty were required to completed and submit a Statement of Candidacy form to the President/CEO's Office by May 3, 2019.

The results of the division chair elections were announced on May 17, 2019. The new Division Chairs are as follows and they will serve a term from July 1, 2019 through June 20, 2022:

  • Business and Industrial Studies:  Abdirashid Yahye
  • Fine Arts, Communications and Humanities:  Dr. Valerie Woodward
  • Health and Public Services:  Dr. Shirley Thomas
  • Science, Technology, Engineering and Math (STEM):  Dr. Donald Roach
  • Social Sciences:  Dr. Paul Flor

To qualify as a candidate for division chair, a faculty member must have served as a tenured or probationary faculty member in the District for at least two years. Congratulations to the Compton College Division Chairs who will serve a term of three years!

Compton College Hiring Update
Compton College is in the process of hiring several faculty, staff, police officers, and management positions. Nine faculty positions were advertised for the 2019-2020 year. Eight of the nine positions closed in March 2019. The positions were:

  • Automotive Technology*
  • Counselor Articulation Officer
  • English as a Second Language (ESL)
  • EOP&S/CARE Guided Pathways Counselor* (1 position)
  • Guided Pathways Counselor (5 positions)
  • Psychology
  • Sociology
  • Special Resource Center (SRC) Guided Pathways Counselor* (2 positions)

The ninth position, which was Nursing (3) positions was advertised as open until filled.

*The District will not fill the Automotive Technology position at this time. The District has re-announced the EOPS/CARE and SRC counselor positions.

The following positions have been filled and appeared on the July 16, 2019 Board Agenda for approval:

  • Counselor/Articulation Officer
  • English as a Second Language (ESL)
  • Psychology
  • EOP&S/CARE Guided Pathways Counselor* (2 positions)
  • Guided Pathways Counselor (4 positions)
  • Sociology (2 positions)

Final interviews for the Nursing position took place on July 22, 2019, and the District is conducting reference checks.

Two classified positions were filled in June 2019:

  • Athletics Coordinator
  • Job Placement Specialist

The following classified positions appeared on the July 16, 2019 Board Agenda for approval:

  • Financial Aid Coordinator(2 positions)
  • Instructional Division Coordinator
  • Police Dispatcher (2 positions)
  • Police Officer
  • Police Sergeant (2 positions)

We anticipate completing the hiring process for the five following classified positions by September 10, 2019:

  • Athletic Specialist
  • Associate Registrar
  • Helpdesk Technician
  • Learning Management Systems Specialist
  • Student Services Advisor (3)

We continue to advertise for the police officer position because the existing pool is insufficient to staff the targeted seven positions.

We anticipate on filling the following six management positions by September 10, 2019:

  • Dean of Student Learning
  • Director of Diversity, Compliance, and Title IX
  • Director of CalWORKs, TANF, GAIN
  • Director of Special Resource Center
  • Director of Child Development
  • Professional Development Manager

Compton College Annual Fact Book Highlight
Earlier this year, the Office of Institutional Research (IR) published the Fact Book for 2017-2018. This month's highlight focuses on student participation in categorical programs, including Extended Opportunity and Programs & Services (EOPS), Cooperative Agencies Resources for Education (CARE), California Work Opportunity and Responsibility to Kids Act (Cal-WORKs), and disabled students who access services through the Special Resource Center. 

Participation in EOPS has decreased in recent years, with 830 students (7% of the total population) accessing the counseling, peer support, financial assistance, transfer and tutorial services offered to low-income students in 2017-18. CARE is a single parent support program for EOPS students and it served 125 students in 2017-18. 

CalWORKs participation has also been decreasing over the last several years, with 264 students served in 2017-18. CalWORKs funds coordinated student services to assist single parents who are receiving Temporary Assistance for Needy Families (TANF), and those transitioning off welfare.

Compton College's Special Resource Center served 324 students with mental and physical disabilities in 2017-18, also a decline from previous years. Let's all do our part to refer students who we believe might be eligible to benefit from these programs.
