Citizens' Bond Oversight Committee News


At its January 24, 2017 meeting, the Compton Community College District (CCCD) Board of Trustees appointed six community members to serve on the Citizens' Bond Oversight Committee, and approved the financial and performance audits report for the 2015-16 Measure CC Bond Fund.

The CCCD Measure CC General Obligation Bond Fund financial and performance audits were completed by independent external auditing firm Vicenti, Lloyd, and Stutzman LLP. In accordance with Proposition 39, below is a summary of the results from the Measure CC Bond Fund financial audit:

  • As of June 30, 2016, the CCCD had an available fund balance of $19.5 million and for the 2015-16 fiscal year had total revenues of $145,000.

  • During the 2015-16 fiscal year, the CCCD had a total of $11 million in expenditures.

  • No deficiencies in internal controls over financial reporting were identified in the Measure CC Bond financial audit report.

  • No instances of noncompliance were identified under Government Audit Standards in the Measure CC Bond financial audit report.

Citizens' Bond Oversight Committee

The newly appointed Citizens' Bond Oversight Committee members are Elizabeth Atkinson, Martha C. Brown, Joy Masha, Irene Shandell-Taylor, Delores Zurita, and student representative Joshua Jackson. Both Brown and Shandell-Taylor have been appointed for a second term on the committee. They join Marjorie Shipp, community-at-large representative, who is currently serving her second term on the committee.

As outlined in the Education Code Section 15278, the role of the Citizens' Bond Oversight Committee is to "inform the public concerning the District's expenditure of revenues received from the sale of bonds authorized by the voters." Members are appointed for either a one- or two-year term, with a two-term maximum, and they do not receive any compensation or benefits for their service.
