Message from the Provost/CEO
The fall semester is well under way and it's an exciting time for the ECC Compton Center as we work together to complete important milestones. On the student front, a five-week winter term is scheduled for January 5, 2017 to February 7, 2017. Registration information will be available online beginning November 16, 2016. The admissions application period for summer and fall 2017 opens November 1, 2016 and outreach activities will begin at local high schools.
Work continues on the ECC Compton Center Candidacy Application and Self-Evaluation Report, which is due to the Accrediting Commission for Community and Junior Colleges (ACCJC) by January 6, 2017. Individual Accreditation Standards were posted online during October for faculty and staff to review, and editing of each section of the Self-Evaluation Report is currently in progress.

First, I would like to take the opportunity to thank all the individuals serving on the ECC Compton Center Self-Evaluation Team and the members our Accreditation Steering Committee. This has been one incredible journey and we are moving closer to accomplishing our goal of establishing an accredited college within the Compton District.
The ECC Compton Center Candidacy Application and Self-Evaluation Report are due to the Accrediting Commission for Community and Junior Colleges (ACCJC) by January 6, 2017. The ACCJC External Evaluation Team visit is scheduled for Monday, March 6, 2017 through Thursday, March 9, 2017. The ACCJC has identified Dr. Kindred Murillo, superintendent/president of Lake Tahoe Community College, to serve as the External Evaluation Team Chair. The initial review process for faculty and staff concluded on June 30, and this month the editing of each section of the Self-Evaluation Report continues. Individual Accreditation Standards have been and will continued to be posted online during November for faculty and staff to review and you will be able to provide feedback or questions to Amber Gillis at firstname.lastname@example.org.
The next meeting of the ECC Compton Center Self-Evaluation Team is scheduled for Friday, November 4, 2016 from 8:30 a.m.-12:00 p.m. During the meeting, committee members will review and edit the Self- Evaluation Report and verify evidence for each accreditation standard.
We are approaching the finish line with preparing the Self-Evaluation Report and if you are asked for information and/or we need your input on a question or a Standard, please consider providing as much assistance as possible.

Return of Local Authority of CCCD Board of Trustees
The Compton Community College District is at an important milestone as it relates to the governing authority of the elected Board of Trustees. Assembly Bill 318 and applicable Education Code, Section 71093 (a), outline the steps required to return authority to the local elected governing CCCD Board of Trustees. Special Trustee for the CCCD Thomas Henry must follow each step and receive "concurrence" prior to the return of authority to the local elected CCCD Board of Trustees.
On June 14, 2016, Special Trustee Thomas Henry sent a letter to the Fiscal Crisis and Management Assistance Team (FCMAT) requesting their "concurrence" that the Compton Community College District has, for two consecutive academic years, met the requirements of the FCMAT's comprehensive assessment and recovery plan pursuant to Education Code Section 41329.59. Additionally, on August 25, 2016, Special Trustee Henry sent a letter requesting "concurrence" from the Interim State Chancellor of the California Community Colleges, and requested the Interim State Chancellor work with the Director of Finance and the Governor's Office on their "concurrence."
On September 19, 2016, ECC President Dena Maloney, Special Trustee Henry, along with California Community Colleges Vice Chancellor Mario Rodriguez, representatives from FCMAT, and I provided an update on the Compton Center at the California Community College Board of Governors meeting.

On October 25, 2016 President Maloney, Special Trustee Henry, along with California Community Colleges Vice Chancellor Mario Rodriguez, and I met with representative from the Governor's Office and Department of Finance to discuss the FCMAT progress report, and to request concurrence with the Special Trustee's recommendation that the Compton CCD has met the requirements for FCMAT.
Music Building Grand Opening and Ribbon Cutting
Please mark your calendars for the Music Building Renovation Grand Opening and Ribbon
Cutting Ceremony scheduled for Tuesday, December 13, 2016 at 3:00 p.m. The $3 million
renovation project funded by Measure CC includes upgrades to the 220-seat Little Theater
and restrooms, as well as the addition of ramps for ADA accessibility. Compton District
employees, students and members of the community are all invited to attend. Parking
will be available in Lot A.
Employee Health Benefits
In the last few years, several Compton District employees have voiced their concerns with the amount of money individuals are paying annually for employee health benefits. Additionally, during pervious negotiations with the Compton Community College Federation of Classified Employees, the Compton District administration agreed to explore other options for an employee health benefit provider for the Compton District.
Last spring, I asked the Compton District Health Benefits Committee to request proposals from several health benefits representatives. In September 2016, the committee selected two finalists from providers that submitted proposals. The next steps in the process for selecting a representative will include additional presentations by the finalists to the Health Benefits Committee, campus forums finalist interviews with management, and ultimately the approval of the Compton District Board of Trustees.
Please note, the campus forums have already been scheduled for Thursday, December 1, 2016 from 10:00 a.m.-11:00 a.m. and 1:00 p.m.- 2:00 p.m. in the Allied Health Building Room 119.

Health Center Partnership Update
Construction for the Molina Health Center is estimated to be completed prior to the spring 2017 semester. Once opened, the facility will be staffed by a nurse practitioner and medical assistants who will be managed by Molina Medical Management, Inc. The Molina Health Center will be open year-round on Tuesday and Wednesday from 8:30 a.m. to 5:30 p.m.; and on Thursdays from 11:00 a.m. to 7:00 p.m.
Due to multiple delays, Compton Center students will receive free health services
during the spring 2017 semester and the summer intersession. Compton Center students
will be assessed the health services fee in the fall 2017 semester.
Compton Tartar Leadership Academy
On September 1, 2016 the Institutional Effectiveness Partnership Initiative (IEPI) offered by the California Community College Chancellor's Office announced the availability of funding for Coordinated Leadership Development. Funding has been made available to California Community Colleges and Districts to provide leadership development to their individual leadership teams. Funding may also be used for California Community College professional organizations and associations that currently offer leadership development to enhance and/or create new programs across silos. Compton Center submitted a proposal to develop a Compton Tartar Leadership Academy for interested full-time Compton Center/Compton District employees. The following two objectives were identified for the Compton Tartar Leadership Academy:
- Enhance employees' capacity for more effective leadership at all levels of the organization, including a clear understanding of their individual roles and responsibilities.
- Grow leaders within the campus organization. Individual participants will be provided with opportunities to develop and grow as leaders, which can be highlighted as part of each individual's experience and commitment to development as a professional.
The Compton District will enter into an agreement with Dr. Robert Gabriner and Laura Hope, the Co-Directors of the RPgroup's "Leading from the Middle Academy" to assist with the development and design of the Compton Tartar Leadership Academy. We anticipate receiving notification from IEPI regarding the proposal by November 1, 2016.

Comprehensive Master Plan
The Comprehensive Master Plan includes the Educational, Facilities, Technology, and Staffing Plans. Currently the ECC Compton Center is working with Gensler Architecture on the Educational and Facilities Plans. Our timeline for gathering campus-wide feedback on those plans are as follows:
- Monday, November 7, 2016 make available online a draft of the Educational and Facilities Master Plan for feedback and comments. The deadline to provide feedback will be Friday, November 18, 2016.
- Thursday, November 17, 2016 provide a presentation on the draft of the Educational and Facilities Master Plan at the Academic Senate meeting.
- Request approval from the Academic Senate at their December 1, 2016 meeting.
Please note, at my September "Tarter Talks" quarterly meeting, I requested input from the campus community on the proposed recommendations for the 2016 Facilities Master Plan. The proposed recommendations for the 2016 Facilities Master Plan may still be found online here.
Our next step is to present the Educational and Facilities Plans to the El Camino Community College Board of Trustees and the Compton District Board of Trustees for review at the November 2016 board meetings and for approval at the December 2016 board meetings.
We anticipate completing the Technology Plan by December 2016 and the Staffing Plan by sometime in January 2017.
High School Principals Breakfast
On Thursday, October 28, 2016 we hosted our 3rd Annual High School Principals Breakfast in the Staff Lounge. High School Principals from Compton, Lynwood, and Paramount Unified School Districts attended along with representatives from their district office; and a representative from Carson High School attended. The High School Principals receive presentations on the First Year Experience and the Honors Transfer Programs. I would like to provide a special thank you to Dr. Nelly Alvarado and the Enrollment Services staff for coordinating this year's event. In addition, I would like to thank the presenters Janette Morales, Counselor/Coordinator, First Year Experience; Jennifer Hill, English Faculty/Faculty Coordinator, Honors Transfer Program.
Jessica Sanchez, the ECC Compton Center Research Analyst, also provided the Principals with their 2016 Feeder High School Report Card. The 2016 Feeder High School Report Card includes information about students who graduated in 2015 from our 11 feeder high schools and enrolled at the ECC Compton Center in the fall 2015 semester. The Feeder High School Report Card includes placement test rates, educational goal rates, core service completion rates, and fall 2015 to spring 2016 semester persistence rates, and can be used to assess the performance of feeder high students at the ECC Compton Center.

Campus Safety & Security
This month we hosted a campus-wide safety forum and we were provided with a lot of information from ECC Compton Center faculty and staff on how we can improve campus-wide safety. In the coming weeks, I will be releasing my CEO recommendations on how we can improve Campus Safety. If you have any recommendations or suggestions, please send them to me at email@example.com. In addition, I have asked Lieutenant Ramund Box and the Health, Safety, and Parking Committee to work with Kennan & Associates Loss Control Department to update our campus-wide Emergency Preparedness Plan. I anticipate the updated campus-wide Emergency Preparedness Plan being completed prior to the spring 2017 semester.
Finally, the ECC Police Department has published the 2016 Annual Security Report for
ECC Compton Center. Hard copies of the report are available at the following locations
on campus: Administration, Office of Student Life, L-SSC, Allied Health Building,

Provost/CEO Fall Reading
Last month, I shared my fall reading list which included the book "The American Way of Poverty- How the other Half Lives" by Sasha Abramsky. This year, the all managers and supervisors at the Compton Center are reading this book together. Each month, during our managers and supervisors meeting we are having conversations about a chapter in the book. On Monday, December 6, 2016 Mr. Sasha Abramsky will be on campus to speak with our managers and supervisors. If you are interested in attending, the meeting will be held in the Staff Lounge from 1:00 p.m.- 2:30 p.m.
